No one supports terrorism, but this document explicitly talks about dealing with non-criminals in terms of censorship, gun banking, and gun ownership.

Potentially very broad definition of terrorism

COMMENTARY. NOTE ON THE TYPES OF SYMBOLS THAT THE BIDEN ADMINISTRATION VIEWED AS INDICATORS OF TERRORIST INVOLVEMENT: On August 2, 2022, a media organization obtained a copy, which new whistleblower disclosures have authenticated, of the FBI’s “Domestic Terrorism Symbols Guide” on “Militia Violent Extremists” (MVEs). The FBI’s document included symbols like “2A” and states that “MVEs justify their existence with the Second Amendment, due to the mention of a ‘well regulated Militia,’ as well as the right to bear arms.” The document also includes “commonly referenced historical imagery or quotes,” like the “Betsy Ross Flag” and the “Gadsden Flag,” as symbols of so-called terrorists.

Action 2.1.1c: Enhance public understanding of the role of the Federal law enforcement in responding to incidents of concerning non-criminal behavior, as well as the role of mental health professionals and resources in crisis response, including through public messaging and engagement. Gun control steps
Action 4.1.1a: Rein in the proliferation of “ghost guns”; encourage state adoption of extreme risk protection orders; and drive other executive and legislative action, including banning assault weapons and high-capacity magazines. (Lead DPC)

Censorship of speech
Intended Impact 2.1.2: The U.S. Government implements evidence -based digital literacy programming to combat online disinformation and DT recruitment and narratives.
Action 2.1.2a: Channel funding towards research on the effectiveness of digital literacy programming and improve sharing of such research across the interagency and with local partners (Lead: DHS with ED, State, and USAID)
Action 2.2.1b: Share with relevant technology and other private-industry companies, as appropriate and as expeditiously as possible and on a consistent basis, relevant information on DT-related and associated transnational terrorist online content in order to foster these relationships.
Intended Impact 2.3.1: The U.S. Government will lead and join global, multilateral fora to collaborate on addressing terrorist content online with partner governments similarly committed to freedom of expression.
Action 2.3.1b: Lead U.S. participation in the non-binding Christchurch Call to Eliminate Terrorist and Violent Extremist Content Online to ensure that the United States has a full voice in ongoing conversations among governments, relevant technology companies, and other stakeholders regarding how to address appropriate DT (and other violent extremist) content online while respecting freedom of expression. COMMENTARY: The Christchurch Call to Eliminate Terrorist and Violent Extremist Content Online is clearly a call for using AI to censor what the governments involved regard as “hate” speech (“want to reduce hate and violence“). This is something that hits particularly close to home for the CPRC because we had both John Lott’s and the CPRC’s Twitter accounts locked because we had discussed that the Christchurch murderer was “a socialist, environmentalist, who hates capitalists & free trade” (see Lott’s pieces in the New York Daily News here and here).
For both 2.3.1 and 2.3.1b, we apparently need censorship in order to protect democracy and freedom of expression.
Action 1.3.1d: Enhance the U.S. Government’s understanding of how foreign and non-state information operations, particularly disinformation, relate to the domestic terrorism threat. (Lead: FBI, CIA, State, and DHS)
COMMENTARY: NOTE that for 1.3.1d the FBI is the first organization listed here and they deal with domestic issues, and that the title of this plan is “Strategic Implementation Plan for Countering Domestic Terrorism.” NOTE for 2.1.2a that USAID is involved with funding this research.
Action 4.1.1d: . . . support evidence-based research on information literacy education for both children and adults learners and existing proven interventions to foster resiliency to disinformation. (Lead: DPC)
Debank people that the government doesn’t like
Action 1.3.1c: Explore ways to enhance the identification and analysis of financial activity associated with domestic terrorists and related or similar threats abroad, as well as enhancing engagement with financial institutions on domestic terrorist financing, including through existing provisions of the Bank Secrecy Act. (Lead: Treasury with FBI and State)
Measure of Performance 1.3.1c: Provide an internal report for U.S. government stakeholders on domestic terrorist financing and potential foreign connections within the next six months.
